The replacement screen on the workbench is genuine. It arrived in the manufacturer’s own packaging, stamped with the manufacturer’s own part number, and it cost the shop more than it would like to admit. The technician has done this swap hundreds of times: heat pad, suction pick, screws the size of sand grains, fifteen unhurried minutes. The phone powers on. The new screen lights up, bright and responsive — and the phone greets it like a stranger at the door. A warning flags an “unknown part.” Somewhere in the settings, a feature the owner paid for has been quietly switched off. Nothing is counterfeit and nothing is broken. The device simply refuses to recognize its own new organ, because recognizing parts is no longer something a device does by fit and connector. It is something a device is permitted to do.
For most of the history of consumer electronics, repair was a mechanical problem: could you find the part, open the case, put everything back? Skill, tools, supply. The deciding question is now administrative. Modern components carry serial numbers, the main board keeps the guest list, and a replacement — even a factory-fresh genuine one — must be formally introduced through a calibration routine, sometimes one that checks in with the manufacturer’s own servers, before the device will fully accept it. The industry calls this parts pairing. A plainer description is that the lock on your device is on the inside, and someone else holds the key.
The documented cases have a deadpan quality. iFixit — a repair-parts vendor and advocacy shop, so hardly neutral, but meticulous — documents that the Xbox One’s optical drive is paired to its motherboard, and Microsoft’s own support text concedes that a replacement drive “will not play game discs.” DVD movies still play, a distinction with the energy of a cat ignoring one specific family member. When the iPhone 13 launched, iFixit found that a display swapped outside Apple’s channel disabled Face ID, even though the display is not physically connected to the Face ID hardware. The screen worked perfectly. The paperwork was wrong.
Pairing is only the last in a long series of small, individually defensible decisions. Screws anyone could turn became proprietary five-point pentalobes; screws became glue; memory and storage were soldered to the board; spares stopped being sold at any price. Each step arrived with an honest excuse — water resistance, thinness, theft deterrence, safety — and each excuse, in isolation, was even true. Together they describe a moat, and pairing is the drawbridge: a way for the manufacturer to decide, from a distance, whether a repair it did not perform may fully exist.
That is a quiet revision of what it means to buy something. A device that cannot be repaired without its maker’s blessing is a device you are renting on an undisclosed schedule, the lease terminating not when you are finished with the thing but when its first unpardonable component fails. You own the glass, the aluminum, the battery’s chemistry. The manufacturer retains something closer to administrative rights — the standing to decide which of your device’s organs are legitimate.
The blessing of the serial numbers
Legislatures have begun to notice, and the newer statutes are specific enough to suggest they understand the mechanism. Minnesota passed the earliest comprehensive electronics repair law in 2023. California’s Right to Repair Act, in force since January 2024, obliges manufacturers to supply parts, tools and documentation for three years on devices with a wholesale price of $50 to $99.99, and seven years on anything at $100 or more. Oregon went after the drawbridge itself: SB 1596, signed by Governor Tina Kotek in March 2024 after passing the legislature by nearly three to one, made Oregon the first state to ban parts pairing, for consumer devices manufactured after January 1, 2025. Washington followed with a law enacted in 2025 and effective January 1, 2026, whose pairing ban covers products first manufactured and sold after that date and forbids using pairing to block installation, reduce functionality, or flash misleading warnings — with a carve-out for biometric and security features. Rhode Island’s H 7180, which would apply to equipment sold from 2027, is so far only a bill.
The industry’s case for pairing — that it frustrates thieves and keeps shoddy components out of phones — is not nothing, and the biometric carve-outs show legislators taking it seriously. But a battery is not a fingerprint reader, and lopsided votes like Oregon’s suggest the security argument has been losing its audience. The real fossil record of the fight is in the statutes’ architecture: the delayed effective dates, the carefully drawn exceptions, the fact that it took a law to get seven years of spare parts. Practice is changing, but on the legislature’s timetable rather than the industry’s, which is the tell. Voluntary repair programs were always available to the companies that said they cared about longevity. Apparently they needed to be mandated.
The landfill ledger
None of this shows up on a price tag, so it shows up somewhere else. The Global E-waste Monitor 2024, published by the International Telecommunication Union and the UN Institute for Training and Research, counted a record 62 million tonnes of electronic waste generated in 2022 — up 82 percent from 2010 — and found that only 22.3 percent of it was documented as properly collected and recycled. The waste stream is growing five times faster than the recycling stream; on current trends the world is headed for 82 million tonnes a year by 2030, with the documented recycling rate slipping to 20 percent. Roughly $62 billion in recoverable material went unaccounted for, and recycling satisfies about 1 percent of global demand for the rare earth elements that make modern components worth pairing in the first place.
Every device retired early because a screen, a battery or a drive could not be blessed feeds that tonnage, and the bill lands on municipal budgets, informal recyclers and groundwater — anywhere but the checkout page. Back at the bench, the technician seals the case and hands the phone over. The screen works beautifully. The phone is nonetheless still murmuring to headquarters about whether the repair was authorized, like a house that keeps calling the builder to ask whether the new front door is allowed. A repair shop can stock parts, tools and patience; what it cannot stock is permission. You can own every gram of a device. The blessing, apparently, is leased.
