The seat map was a JPEG. Not an interactive diagram, not a list — a photograph of a seating plan, the kind of image that might once have been taped to a ticket-office window, now uploaded to a website that had just asked us to create an account, verify an email address and accept three separate sets of terms before letting us spend forty euros. We were trying to buy a single train ticket from one European capital to another, a journey of a few hours on tracks that are, by any engineering measure, part of one network. The rails agree with each other. The websites do not.
This magazine's desk spent several weeks attempting the same class of purchase — a cross-border rail journey, booked as a normal person would book it — through the national booking systems of five countries. We were not hunting for edge cases. We picked routes people actually travel, the kind the map presents as a single line. What we found was not a series of isolated annoyances but a pattern with a shape to it, and the shape is the interesting part: the failure is not random, and it is not really about technology. It is about which layer of the system anyone was paid to care about.
The physical network is a triumph of coordination. Track gauges match across most of the continent, signalling standards converge, locomotives are certified to cross borders, and a locomotive change at a frontier that once took half a day now takes minutes or nothing at all. Decades of patient, unglamorous technical work went into making a train in one country legible to the infrastructure of the next. Then, at the very last inch of the system — the part where a human being tries to give it money — the coordination stops.
The experiment
Our findings were qualitative, and we are keeping them that way, but the recurring characters will be familiar to anyone who has attempted this. Accounts demanded for a single purchase, as though buying a ticket were the beginning of a relationship. Seat selection rendered as static images, unusable by screen readers and barely usable by eyes. The same journey priced differently depending on which country's site you started from, because each operator sells the slice of the trip it controls and prices the whole accordingly. And, repeatedly, the discovery that the cheapest or fastest route was simply unbookable in one transaction — available only as two or three separate purchases, each with its own account, its own conditions, and its own silent disclaimer that if the first train is late, the second ticket is your problem.
None of this is incompetence, exactly. Each individual site mostly works for the journeys it was built to sell: domestic ones. According to the EU Agency for Railways, international journeys account for less than ten percent of ticket sales in most member states, which explains the economics of the neglect — the cross-border traveller is a rounding error in every national system's business case, so the cross-border interface is where the budget runs out. The result is a set of locally rational decisions that sum to a continental absurdity.
The scale of that absurdity has been measured more rigorously than our desk could manage. In an analysis published in April, the campaign group Transport & Environment examined the busiest international air routes in the EU and looked for bookable rail alternatives. On a fifth of those routes, no rail operator would sell a through ticket at all; on more than a quarter, only one of the operators involved would. Some city pairs — Lisbon to Madrid, Barcelona to Milan — could not be booked from any operator's site. Where a competing operator exists on a leg, the incumbent's website declined to sell the competitor's tickets in the overwhelming majority of cases, and declined to even display them more than half the time. A YouGov poll commissioned for the same research found that three in five long-distance rail travellers have at least once abandoned a journey because booking it was too much hassle. People are not failing to take the train because the train does not exist. They are failing at the checkout.
Procured, not designed
Here is the mechanism underneath. A national rail booking system is typically procured: specified in a tender, built to the specification, accepted against a checklist. The specification describes functions — sell a ticket, reserve a seat, issue a refund — and it describes them for the network the buyer owns. Nobody's tender document says “make a stranger's journey to a foreign city feel simple,” because no single operator is responsible for that journey. The interface a citizen actually meets is nobody's deliverable. It is the gap between contracts.
This is why the failures cluster so predictably at borders, at operator changes, at anything involving a second company's data. The EU Agency for Railways maintains a legally binding technical framework for booking and ticketing data, and interoperable standards exist on paper. But the agency's own framing is telling: the unsolved problem is not the trains' ability to cross borders but “the ability to offer a seamless, end-to-end journey from the passenger's perspective” — and its mandate is technical, not commercial. It can standardise the data. It cannot make anyone share it on equal terms.
The regulatory gap is now, at least, visible. In May the European Commission adopted a package of proposals that would, among other things, give passengers the right to buy multi-operator journeys as a single ticket in one transaction, with protection when a missed connection strands them mid-route. The Commission's own implementation report concedes that the limited availability of through-tickets for cross-border journeys remains a standing problem. But proposals are proposals: they now enter the long corridor of Council and Parliament, and the railway they would regulate has spent decades demonstrating how slowly this layer moves.
What makes all of this more than a travel grumble is what it reveals about public infrastructure in general. We tend to imagine a system as its heaviest, most expensive parts — the tunnels, the rolling stock, the electrified lines — and to treat the software on top as a thin administrative skin. But for the person using the system, the skin is the system. A network that cannot be bought is, at the moment of purchase, a network that does not exist. Every abandoned booking in that YouGov poll is a journey the railway built and then misplaced.
There is a dry irony in where Europe has ended up: it solved the hard problem. Moving a four-hundred-tonne machine across a national boundary, through different voltages, signalling regimes and safety rules, is done. Moving a shopping cart across the same boundary remains, in large parts of the continent, beyond the state of the art. The trains interoperate. The humans are still waiting at the border, holding a JPEG of a seat map, wondering which of their three new accounts the delay will belong to.
